Greetings and Welcome to another Special Edition Blog of my "Who Would Win" Series and it is going to be Shirley Fenette from Code Geass vs Charlotte E. Yeager from Strike Witches.
So, I will first go into the stats, weapons, skills, feats and finally, who I personally believe "MIGHT" win this match up.
I say might because there will be alot of twists and turns for this epic, bloodthirsty and hilarious match up of fantastical proportions :D!!!!
So, without further ado, let's begin
Shirley Fenette (Spoiler Free)
Shirley Fenette is a student of Ashord Academy and one of the members of the Student Council. Shirley has one of the most interesting stories in the world of Code Geass, since she is the girlfriend of Lelouch Lamperouge, is friends with the Council President Millie and a crazy nerdy girl named Nina and of course, the awesome, badass bike rider Rivalz :D!!!!....... (Slow Claps)
School life aside, Shirley is, well, just a girl who is in the middle of a war between Britannia and Japan, which is now renamed "Area 11".
Long Story Short, Shirley's life completely changed for the worst after her father died at the Battle of Narita, and she attempted to avenge his death by assassinating the leader of the Black Knights known as "Zero"

Eventually, Shirley did not succeed in assassinating Zero, despite some assistance from Viletta Nu, who actually believes that Lelouch might be responsible for the death of Shirley's Father.
What happens next turns into chaos. Shirley experiences a very intense turn of events such as getting kidnapped by a psychotic Geass User named Mao, getting her memory wiped, only to regain it again after over a year...... Yeah, Shirley's time in Code Geass is full of depression, curiosity and even love.
That is a Spoiler Free Background of Shirley Fenette. Now, let's see what she is capable of.

Out of everyone I analyzed for my Who Would Win Series, Shirley Fenette is hands down, the single most feat less combatant I ever researched to date. Unfortunately, she is basically exactly human level in everything.
What is hilariously interesting however is Shirley did do at least one Feat, which I will bring up very soon. But, for the sake of being fair, I will first get into Shirley's main method of combat..... And trust me, this is going to be a very short segment XD!!!
The Ultimate Handgun

This legendary handgun is so powerful, it basically can kill anything. Ahhhhh, looks like Shirley has a chance here :D!!
The Handgun may use 9mm rounds with ammo, but Shirley has a magic trick that literally makes the bullets penetrate not just the physical body of her opponent, but even the souls and inner energy. Meaning, the bullets are pretty much unstoppable and extremely dangerous.
Oh, and while we are on the subject, The Handgun is able to shoot at Speeds that even the Flash cannot keep up with. Basically, once Shirley uses this gun, you are literally dead..... How awesome!!!!!
Feats
Shirley Fenette may be human, but, here are some really interesting feats that make her.... impressive ;)
- Has officially, and cleanly, shot Viletta Nu. This would have killed her but, since plot armor was a factor, Viletta still lived
- One of the very few students of Ashford Academy that knew about Zero's True Identity
- Is worthy of wielding Mjolnir, Thor's Magical Hammer
- Has traveled through time by simply going back to her own memories
- Assisted Sheamus from WWE escape the cage and retain the WWE Championship at Money in the Bank 2010 by giving him Galaxy wide guidance using her mind telepathy. It also explains how Sheamus made a massive comeback XD!!!
- Helped The Grandmaster reach 100 Views for his Kallen Kozuki vs Gertrud Barkhorn blog after a week!!!
- Is able to put Bugs Bunny and Mickey Mouse to shame with her amazing toon force
- Survived the Infinity Gauntlet's Snap. Heck, when Thanos actually snapped to wipe out everyone in existence, Shirley still survived. Oh, and Shirley eventually killed Thanos and now has the Gauntlet to herself
- Actually killed Larry The Interviewer.........

Grandmaster: Well, I am reading this long list of feats that Shirley achieved and I could take a day to list them all. While she is absolutely just a human, I am amazed, just extraordinary Shirley is. Comes to show that Humans are more powerful than anything in the world :D!!!

Weaknesses
Well, as you would have known by now, Shirley is just a human. While her Handgun is the saving grace of her already hilariously weak capabilities. Let's just say Shirley is also very inexperienced, unskilled, untrained and above all, just a girl next door who, has limited skills to begin with.
Also, Shirley's canon material is just very limited. Comedy Shenanigans aside, the Handgun is just a basic pistol that did jack all in Code Geass aside from wounding Viletta. It can kill yes but that is the only feat Shirley has that is noteworthy.
To be honest, Shirley may be an amazing character but she is the perfect example that sometimes, even the most well written characters in fiction are not great fighters.
Overall though, Shirley Fenette is, again, a great character, is charming, funny and a loyal lover to Lelouch, even though he can be pretty funny at times.
Charlotte E. Yeager (Shirley. Spoiler Free)
Charlotte E. Yeager, or simply "Shirley" is the Pilot/Flying Officer of the 501st Joint Fighter Wing Squadron known as "Strike Witches"
Shirley is born in Myra, West Virginia, Liberion and is, to date, the only American Born Witch of the Series thus far.
Shirley has a very simple goal in life. However, what is really interesting here is that while she is indeed dedicated to her time with the Strike Witches, when off duty, she has a nice hobby.
You see, Shirley use to be a Motorcycle Speed Racer and was so good that she eventually broke ground records in the process. Basically, Shirley achieved far more accomplishments than any Olympic Level Athlete in their lifetime. How insane is that!!!

Because of her skills, Shirley had many admirers and was so popular, even the military asked her to join up. While Shirley initially had some mixed results, such as getting shot down in her first mission, she eventually honed her skills to perfection, becoming one of the coolest Witches in history :D!!!!
Of course, eventually, Shirley managed to join the 501st and had complete freedom to hone in her skills for many uses. Shirley even formed a strong bond with fellow comrade Francesca Lucchini (Best duo ever. I am serious :D!!!)

Shirley is the mood maker of a party and is known for her very cheerful, upbeat and likable personality that makes her one of the most beloved Witches around.
Personality stuff aside, Shirley has eventually underwent amazing moments in the Strike Witches Story. Ranging from kicking Neuroi ass, experiencing some funny moments like boob curses, successful test flights that eventually knock her out (Shirley gets saved do not panic XD!!) and even helped the Strike Witches take on anything that threatens both them and the World.
That is a spoiler free background of Shirley. Now, let's see what the most charismatic Witch in fiction is capable of.
Striker Unit
Shirley's Striker Unit is a North Liberion P-51D Mustang designed and manufactured in Liberion.
She has made major modifications to her Striker Unit by balancing the shield output for increased levels of Speed and Mobility. She even nicknamed it "Merlin"
However, Shirley is given a newer version known as the P-51H, now much sleeker and faster, it fits Shirley like bread and butter and Cookies and the Cookie Monster.
Background stuff aside, A Striker Unit is first powered up by the user's magical source. Some Striker Units have varying requirements of Magic to be used and in turn, can produce both incredible and dangerous results.
Overall, Striker Units are very impressive for both combat and travel. They give the user a massive boost in Speed and Mobility and in the case of Shirley, she would definitely be far faster than most Witches and Striker Units :D!!!!
Vehicles

Shirley uses three types of vehicles over the course of Strike Witches. Here is a list of vehicles that the Speedy Witch has used
The Indian Motorcycle: The Indian is Shirley's signature motorcycle and the sole reason why she has won multiple accolades in racing. It is now the "World's Fastest Indian" because Shirley managed to achieve the impossible.... She reached 200mph and destroyed the previous record by 15mph!!!!
Overall, the Indian is a Motorcycle that really is quite a "Ride" to try out....... I better not get too "Punny" about this XD!!!
Glamorous Shirley

Glamorous Shirley is a biplane that both Shirley and Francesca used while trying to chase the "Warlock". In terms of overall capabilities, it is pretty much the same as any Biplane in existence. It had greater stiffness and control over monoplanes but it also is much easier to damage because it has more wings and even more wiring that if the cables are severed, the plane will go off balance. Thankfully, Shirley and Francesca never experienced any form of damage to the plane. Infact, cool story, THE PLANE IS COMPLETELY FINE AS OF NOW!!!!! Ooooh yeah :D
A Truck.......
Well, not much to say here. It is, well, a Truck....... Pretty awesome for Transporting cargo and even comrades for that matter........ Hah, it also can hold Godzilla....... ok I am kidding XD!!!
Magical Abilities
Shirley is a Witch. Thus, she has magical abilities that make her a very, very powerful foe. However, Shirley's Magic not only enhances her physical and combat capabilities, it is also a energy source for Striker Units to be operated.
Oh, and Shirley's magic gives her the characteristics of her "Familiar" (White Rabbit) so in theory, Shirley is, well, a Bunny Rabbit :D!!!!
Despite all this, Shirley does have two trump cards with her magic known as "Special Abilities".
Here are Shirley's Two Main Magical Abilities for Combat.
Magical Shield

Shirley has a Magical Shield that does what you expect. It is a barrier that protects the user from all matter of harm.
While efficient, the shield does eventually break down after excessive amounts of damage. But, since it can take multiple Country level attacks from Neuroi, it is pretty powerful anyway :D!!!!
Speed Boost

As it is not already obvious, Shirley's Most unique ability is her Speed Boost. It is one of the most powerful abilities in Strike Witches and frankly, it is also versatile for both combat and even duty work. Shirley's Speed Boost allows her to do activities with really quick progress. Like her time with fixing mechanical stuff like Striker Units and vehicles. Shirley's Speed Boost basically makes Shirley a true "Speedster" :D
Oh, and Speed Boost is also able to turn Shirley into a dangerous weapon, as the momentum she gains is too great, she can one shot Neuroi Craft instantly..... Even Trudy never achieved this feat and she is actually Stronger than Shirley XD!!!!

Shirley is one of the strongest Witches around. Possessing a very well balanced level of Stats, Shirley emphasizes Speed over everything else. However, that does not mean she is specialized in Speed, Shirley is also very Strong and Durable. Here is a Three way segment of Strength, Speed and Durability for the Witch
Strength
- Is able to carry her Browning Automatic Rifle M1918 while flying. But, the more impressive part about it is that Shirley modified the design of the weapon to make it bigger and more durable. Meaning, Shirley is literally carrying nearly 50kgs worth of weight while attacking Neuroi at very high speeds with pin point accuracy..... That is pretty awesome :D
- After breaking the Sound Barrier for the first time, Shirley was going at such velocity, the momentum managed to completely destroy a huge Neuroi craft..... And Shirley did this with her Legs!!!!!!

Speed
- As mentioned before, Shirley has broken the sound barrier. However, she has done this numerous times over the course of the Series, making her Speed quite easy to calculate at Mach 1........ HOWEVER!!!!! Other feats make Shirley much faster.
- Has dodged Neuroi Laser beams, that go at Faster than Light. While Shirley is by no means FTL in terms of Travel Speed, since she dodged these Neuroi beams to begin with means she has FTL Dodging Speed. Which is amazing :D!!!

- Has created a huge wave after triggering her Speed Boost to catch up to a Neuroi and even break the record for "Fastest Striker Unit Speed"
- Able to stop Trudy from getting killed by her own Jet Striker unit that drained her magic to dangerous levels. The Feat is actually far more impressive considering the fact that Shirley's Merlin Striker Unit actually outpaced the Jet Striker, which is far superior to the Merlin in every way.... except for Shirley
- Is actually the fastest Runner out of all the Witches. Especially with regards to her magic boosting her Speed.
- Perfectly scales to all the Strike Witches. Lynette in particular is able to hold off multiple Neuroi beams while protecting Battleships with her Magical Shield
- While the feat is questionable, Shirley did cause an explosion from the inside of a Neuroi craft . What is interesting here though is that Shirley is probably within the radius of this blast for a moment, only to be completely unharmed except for her bra and panties being torn to shreds XD!!!!

- The Neuroi Beams vaporize the victim to the atomic level. Since Shirley's Shield can withstand those attacks, the Shield is basically protecting Shirley from melting down.

Shirley is by all means, one of the most intelligent members of the 501st. She is an exceptional Mechanic with vast knowledge of Striker Units and anything mechanical in general. She is so skilled, she is one of the top minds on the field of "Aeronautics and Engineering".
What Shirley is very well known for however is her constant modifications to her Striker Unit and even her Indian. Striving to become the fastest thing in the world, Shirley can modify anything for increased mobility and overall Speed. It is actually Shirley who helped Trudy make the "Shiny" Striker Unit, which, well, is the coolest Striker Unit in the Series yet :D!!!

Mechanical Skills aside, Shirley is also, one of the most impressive combatants in battle. She is generally a long distance fighter, however, when the opportunity presents itself, Shirley can hit hard with her Speed and Damage Output with her modified BAR.
Overall, Shirley is not just an expert in engineering, but also, an expert in combat. This is why Shirley is just all round a badass without a doubt :D!!!!
But there is one more thing to mention here........

Miranda: Ummmm ok Grandmaster, just for you dear. Anyway, Shirley's Ultimate power is her rack. What happens is that when a fallen comrade is down, Shirley's boobs essentially revives them to the point of excitement and even joy......

Miranda: It is likely Shirley's magic makes her boobs trigger some special magic that heals her friends, even herself possibly. Then again, we do not actually have any proof of it except this......

Miranda: See, this is the only proof we got. Still, It is quite amazing this happened since Trudy almost died from having her magic being drained and she nearly crashed as a result. Thankfully, Shirley did save her anyway.

Miranda: Yes. If Trudy somehow smiled and recovered very quickly after touching them, then I say they are able to revive anyone :D!!!!

Feats for Shirley
Shirley is one of the most incredible Witches in the series. What is really cool however is, as mentioned before, she is a versatile mastermind of really awesome tricks :D!!!! Here is a list of feats achieved by the "Great One"
- Is Officially, and Cleanly, and Adorably, the very first Witch to break the Sound Barrier.
- Despite getting cursed by the "Boing Boing Curse", Shirley actually got much sexier because of.... well.....

- Managed to win Trudy Barkhorn's Respect overtime. Which is quite an accomplishment since Trudy once disliked Shirley's antics and unprofessionalism

- Is my Second favorite Strike Witch ever :D!!!
- Voiced by Jamie Marchi, who also voiced Rias Gremory from High School DXD and Mt Lady from My Hero Academia :D!!!!
- Assisted the Strike Witches in taking down the Warlock
- Saved Trudy from certain death
- Shirley and Francesca are the best duo in fiction :D!!!!! No team compares to them at all!!!!
- Has the best personality out of everyone in Strike Witches, more so than Yoshika and Sakamoto
- Kicked off the episode "Hard, Fast, Amazing" with this.........
- Her Boobs are literally infinite levels of power...........
- Is one of Sonic the Hedgehog's besties he has never met
- Has outpaced the Flash like nothing
- Survived the Infinity Gauntlet's Snap.

While Shirley is the masterpiece of everything. Unfortunately, this Bunny Rabbit has weaknesses.
Firstly, Shirley's Magic has limits. For instance, while Shirley is indeed the Fastest Witch, her Travel Speed has never quite reached FTL Speeds as of now. The best she has achieved is Mach Speed and even then, Shirley's Travel Speed is pretty much on par with the Strike Witches, if she is not using her Speed Boost.
While Shirley's Striker Unit Merlin is impressive, it is vulnerable to all matter of harm. If Merlin gets damaged, Shirley will lose a mobility advantage and eventually, will crash land to the ground.
Finally, Shirley's BAR runs on ammo and it is especially noteworthy that Shirley did run out of ammo in the episode "Hard, Fast, Amazing". If Trudy did not arrive at the last moment, Shirley would be in serious trouble. Not necessarily killed since she has the Speed to dodge the moment, but she would have achieved nothing without Trudy's Help anyway.
Still, despite her faults, Shirley is without a doubt, the most charismatic and badass Witch in Strike Witches. Shirley is amazing, beloved, adorable, cheerful and above all, very well written.
